March 27, 2014
The Board of Trustees of the White Settlement Independent School District met in regular session on March 27, 2014 in the Board Room of the WSISD Administration Building. The meeting agenda was posted as required by Texas Government Code 551.051/551.056.

Following roll call and the announcement by the Board President that six members of the Board of Trustees present constitutes a quorum, the Board convened to closed session at 5:30 p.m.

meeting began at 7:08 p.m.

Superintendent’s Report
Financial Update
Mr. David
Bitters, Assistant Superintendent of Finance and Operations, gave a financial
update to the Board with a year to date budget analysis as of February 28,
2014.
Elementary Instruction Update
Mr. John
Hebert, Assistant Superintendent for Curriculum, Instruction, and
Administrative Services introduced Dr. Karen Gonzales, Director of Elementary
Education and Professional Development, who gave an update regarding elementary
instruction. Dr. Gonzales showed a video
depicting the elementary instructional coaches assisting the teachers and
administrators in implementing programs to improve student achievement and
stated that the instructional coaches have presented 4,000 hours of
instructional development during this year.

Canceling School Trustee Election and Declare Unopposed Candidates Elected to
Office
Following
the recommendation of the superintendent, the motion was made by Mr. John
Bradley and seconded by Ms. Amanda Sanchez to adopt the “Certification of
Unopposed Candidates”, and the “Order of Cancellation”, to cancel the May 10,
2014 School Board Trustee Election and declare the unopposed candidate in each
position (Melissa Brown, Place 6 and John Bradley, Place 7) elected. Motion carried with 6 Ayes, 0 Nays.

the recommendation of the superintendent, the motion was made by Ms. Melissa
Brown and seconded by Mr. John Bradley to accept the resignations of Brenda
Owen, Judy Pacatte, and William Simon; to approve the appointments of Aminta

Consider New Bluebonnet Co-op for Students with Visual Impairments (BBVI) Shared Service Arrangement (SSA) and Letter of Withdrawal from Northwest ISD
EXPLANATION
Consider the new Bluebonnet Co-op for Students with Visual Impairments (BBVI) Shared Service Arrangement (SSA) and the letter of withdrawal from Northwest ISD. WSISD has been a member of the BBVI for numerous years. Anytime a member district withdraws from the SSA, each remaining member district must have its school board and superintendent approve the “new” SSA agreement. Please see attached SSA Agreement with signature page and the letter from Northwest ISD stating their wish to withdraw from the SSA.

Consider 2014 – 2015 Academic Calendar
EXPLANATION
There were two options for the 2014 - 2015 academic calendar. The WSISD staff was given the opportunity to participate in online voting for the calendar of their choice. The calendar option one received the most votes. Calendar one is being recommended for your approval for the 2014 - 2015 school year calendar.
ACTION
The Board of Trustees is requested to approve the academic calendar as presented.

Consider Instructional Material/Textbook Selection, Proclamation 2014
EXPLANATION
In accordance with EFFA Exhibit, subject area committees and a district grade span committee met to review the state adopted Instructional Materials/Textbooks for district selection. Proclamation 2014 includes Science K-12, Math K-8 and Technology Applications.

Consider Child Nutrition Meal Price Increases for 2014 - 2015
EXPLANATION
The Paid Meal Equity provision of the Healthy, Hunger-Free Kids Act of 2010 requires schools to annually assess their prices with the end goal of all paid lunch prices at least equaling the free reimbursement rate minus the paid reimbursement rate.
The Paid Lunch Equity Tool for 2014-15, an Excel-based tool helps SFAs determine the current average price for paid lunches and the new average paid lunch price requirement. This was updated in March 2014 based on the current consumer price index.
Recommend increase of $0.05 for all grade levels.

ACTION

Consider the Approval of the Agreement with Kellogg & Sovereign for Resolution for Schools and Libraries Universal Services (E-Rate) for 2014-15
EXPLANATION
The resolution authorizes filing of the Form 471 applications for funding year 2014-15 and the payment of the applicant’s share upon approval of funding and receipt of services.
ACTION
The Board is requested to approve the E-Rate Board Resolution with Kellogg & Sovereign for 2014-15 as presented.

Consider Approval of Interlocal Agreement with Houston ISD for SHARS (School Health and Related Services).
EXPLANATION
The purpose of the agreement is for Houston ISD to manage and provide Medicaid Billing and Claiming Services for White Settlement ISD School Health and Related Services (SHARS) Program. Houston ISD will assist the District with the implementation of the program. This program will allow White Settlement to receive reimbursement from the federal government for Medicaid eligible services provided by the District. Houston ISD fee is 5% of revenue received.

The Board of Trustees is requested to approve the Interlocal Agreement with Houston ISD to implement and manage the SHARS program as presented.

Consider an Order Authorizing the Issuance of White Settlement ISD Unlimited Tax Refunding Bonds.
EXPLANATION
Consider an order authorizing the issuance of unlimited tax refunding bonds, series 2014; appointing a pricing officer and delegating to the pricing officer the authority to approve the sale of the bonds; establishing certain parameters for the approval of such matters; approving an escrow agreement, and paying agent/registrar agreement; levying an annual ad valorem tax for the payment of the bonds; and enacting other provisions relating to the subject.
ACTION
The Board of Trustees is requested to approve the authorization of refunding as presented.
